Registration is required. \n\n\n\n\n\n\n\nThe “Diamond ERA: Fostering Openness in the European Research Area” conference is a one-day policy-focused event that brings together key stakeholders to advance the conversation on Diamond Open Access (OA) in the Social Sciences and Humanities (SSH) across the European Research Area (ERA). Taking place on 4 December 2025 in Brussels at the Permanent Representation of Poland to the European Union\, this open event aims to highlight and promote Diamond OA as a sustainable\, equitable\, andmission-driven model of scholarly publishing. It provides a platform for engagement between policymakers\, researchers\, publishers\, research funders\, and infrastructure providers to collaboratively identify pathways toward stronger support and integration of Diamond OA practices in the European science policy landscape. \n\n\n\nWhy now? \n\n\n\nThe timing of the conference is particularly relevant. With the ongoing negotiations of the next framework programme Horizon Europe 2028-2034 as well as preparations for the new ERA Act\, there is a unique opportunity to ensure that Diamond OA is reflected within the next phase of European research policy. At the same time\, the Diamond model is gaining the recognition it deserves as a credible\, community-led alternative to commercial publishing platforms. This growing momentum underscores the need for coordinated action to strengthen Europe’s capacity for open\, independent\, and sustainable scholarly communication. The programme walks through the full project lifecycle\, i.e. from developing RMA talent\, shaping proposals and budgets to implementation\, impact and reporting. \n\n\n\n\n\n\n\nHow did the Congress come about? \n\n\n\nThe Congress grows out of a decade of V4 Trainings for Research Project Managers\, organised by the Brussels liaison offices of the Czech Republic (CZELO)\, Hungary (NRDIO)\, Poland (PolSCA) and Slovakia (SLORD). DESCRIPTION:PolSCA Office is opening October with the Project Management Masterclass workshops\, dedicated to managing research projects according to the PM² standard. The two-day workshops aim to familiarize participants with tools and techniques that facilitate effective planning\, implementation\, and monitoring of projects funded by European resources. \n\n\n\n \n\n\n\nParticular emphasis will be placed on the project life cycle\, team roles and structures\, risk and change management\, as well as communicating results in line with the requirements of the European Commission. The sessions will be conducted in the form of practical workshops\, also including case study analysis. \n\n\n\n\nThe workshops will be led by Dr. Justyna Małkuch-Świtalska – researcher developer\, project manager and leader\, certified coach and mediator. SUMMARY:Horizon Europe Navigators MeetUp: Project Management with focus on PM2
DESCRIPTION:An upcoming meeting of the network of research managers and administrators across institutes of the Polish Academy of Sciences\, known as the Horizon Europe Navigators\,  will try to answer questions such as: How to effectively plan\, conduct and monitor research projects in a European environment? What management approach should be chosen for projects of varying scale and complexity? In particular\, we will look at the PM2 methodology – created and developed by the European Commission and widely used in projects funded by EU research programmes. \n\n\n\nThe programme includes: \n\n\n\nProject management – from theory to practice through excellence;\n\n\n\nPM2 – presentation of the tool and its applications in the context of HE;\n\n\n\nQ&A and exchange of experiences with participants.\n\n\n\n \n\n\n\nThe event will be hosted by Dr Justyna Małkuch-Świtalska\, an expert in project management and academic career development\, author of the book ‘Scientific Projects. Key issues such as social equity and inclusion of vulnerable groups\, social aspects of the green transition for different generations and socioeconomic groups\, education for the inclusive green and digital transformation\, and citizen engagement will be unpacked\, offering critical perspectives on both the challenges and opportunities of this transformation. The session will highlight pathways to ensure that the green transition delivers not only environmental sustainability\, but also social justice\, democratic stability\, and long-term societal resilience. \n\n\n\n\n\n\n\n14:15 – 15:30 Session III: Aligning Strategies – Translating EU Policies into National Actions through HE Partnerships \n\n\n\nThe third session will explore how national and regional policies can be effectively aligned with European strategies to support a fair\, inclusive\, and sustainable green transition. By showcasing successful policy-shaping experiences\, the session will highlight the critical components of not only designing but also implementing effective policy frameworks. A particular emphasis will be placed on the role of European Partnerships—strategic Horizon Europe initiatives that bring together the European Commission\, national governments\, public institutions\, NGOs\, and the private sector to address major challenges such as climate change\, biodiversity loss\, and digital transformation. The session will also provide a forward-looking perspective on the candidate European Partnership for Social Transformations and Resilience (STR) under Horizon Europe—a strategic initiative that aims to mobilise SSH-driven research to enhance Europe’s societal preparedness and cohesion.  \n\n\n\nThe panel will serve as a forum for sharing best practices and lessons learned on how to effectively translate EU-level objectives into national and regional action plans. DESCRIPTION:The upcoming meeting of research managers and administrators from the institutes of the Polish Academy of Sciences (PAS)\, gathered under the HE Navigators network\, will focus on national mechanisms supporting applications for and participation in European projects\, particularly Horizon Europe. \n\n\n\n\n\n\n\nIn response to the growing need to support research institutions in effectively applying to the Horizon Europe Framework Programme\, the event aims to present the available national financial support instruments dedicated to research units preparing to participate in European projects. \n\n\n\nThree key programmes will be in the spotlight: \n\n\n\n“Grants for Eurogrants” (PARP) – supporting the preparation of project proposals for EU programmes; \n\n\n\n“Grants for Grants” (Ministry of Science and Higher Education) – promoting high-quality applications submitted to Horizon Europe; \n\n\n\n“Co-funded International Projects” (Ministry of Science and Higher Education) – enabling coverage of own contributions for institutions participating in European projects. \n\n\n\nParticipants will learn about the rules and scope of support\, how to apply effectively for national funds\, and hear experiences from institutions that have already benefited from these mechanisms. DESCRIPTION:On 27–28 March 2025\, the Polish Science Contact Agency (PolSCA) of the Polish Academy of Sciences organized a dedicated study visit to Brussels under the title of “Focus on MSCA”. The initiative brought together representatives of Polish research organizations aiming to deepen their understanding of the Marie Skłodowska-Curie Actions (MSCA) within the EU Framework Programme for Research and Innovation – Horizon Europe. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhat Kind of Event Was it? \n\n\n\nThis two-day study visit was part of PolSCA’s ongoing “Focus on MSCA” series\, designed to provide tailored insight into EU programmes supporting researcher mobility\, career development\, and international collaboration. Set in the heart of the EU capital\, the event offered a strategic blend of information sessions\, best practice sharing\, and direct exchanges with EU institutions responsible for implementing and managing MSCA schemes. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhat Did the Event Offer Participants? \n\n\n\nThe study visit offered participants a unique opportunity to step inside the Brussels ecosystem and gain a deeper understanding of how MSCA operates from both strategic and practical perspectives. \n\n\n\nThe programme began with an exchange of best practices offering valuable insights into how Grants office at the VIB in Ghent (BE) support their researchers through the MSCA application and management process. Participants then moved on to the European Commission’s Directorate-General for Education\, Youth\, Sport and Culture (DG EAC)\, where they explored the broader policy landscape behind MSCA – from research career development and international cooperation to widening participation in the programme. Later\, at the European Research Executive Agency (REA)\, attendees engaged directly with the experts who evaluate proposals\, manage grants\, and align MSCA projects with key EU priorities such as skills development\, mobility\, and societal impact. Sessions also offered a closer look at Poland’s growing role in the MSCA community\, complemented by success stories from across Europe. \n\n\n\nThe visit concluded with a dedicated session led by the Polish National Contact Point for MSCA and a final wrap-up that allowed participants to reflect on key takeaways\, ask questions\, and strengthen their network for future collaborations. \n\n\n\n\n\n\n\nWho Were the Participants? \n\n\n\nThe visit gathered representatives from approx. 20 Polish universities\, research institutes\, and support offices engaged in MSCA coordination or seeking to boost their capacity in EU grant acquisition and management. DESCRIPTION:The last meeting of the HORIZON EUROPE NAVIGATORS network planned for 2024 will be fully dedicated to the EIC Pathfinder instrument – part of the European Innovation Council (EIC) in Horizon Europe. This instrument has been created to support breakthrough technological innovations at an early stage of their development. EIC Pathfinder aims to fund high-risk\, pioneering research and projects that can lead  to the creation of completely new technologies and solutions with great commercialisation potential and market impact.  \n\n\n\n\n\n\nThe aim of the meeting is to present the basic principles of EIC Pathfinder\, including the application requirements and the selection process\, and to discuss examples of ongoing projects. We also want  to share the experiences of Polish research institutes participating in EIC Pathfinder projects and present good practices in developing novel concepts. SUMMARY:The future of European competitiveness – Central European input into the discussion
DESCRIPTION:A round-table discussion organized by the Three Seas Initiative (3SI) Research Center at the Institute of Political Studies of the Polish Academy of Sciences (ISP PAN) and the Center for Eastern Studies (OSW) and hosted jointly by the Polish Science Contact Agency PolSCA of the Polish Academy of Sciences and the National Research and Development Centre (NCBR) in Brussels \n\n\n\n16 October (Wednesday)\, 2024 at 10:00 – 12:30Venue: NCBR Office in Brussels – Business & Science Poland\, Rue Belliard 40\, 1040 Brussels \n\n\n\n\n\n\n\n\n\n\n\nThe recently published report by Mario Draghi greatly contributes to the ongoing debate how the EU should act to maintain its competitiveness towards the US and China. The recommendations relate to both sectoral (energy\, pharma\, AI\, transport) and horizontal (innovation\, skills\, governance) policies. Report stresses clearly the EU’s weakness in closing the innovation gap. As stated\, the EU innovation potential remains underused\, as researchers and innovators do not fully exploit economies of scale of the Single Market and cooperate with other partners across the EU. \n\n\n\nHowever\, one crucial potential of the EU innovativeness hasn’t been marked enough in the report. That is the exploitation of the innovativeness potential of Central Europe\, which could greatly contribute to strengthening European competitiveness. The countries of the region\, which face the same socio- and economical challenges\, are ahead of a difficult task to upgrade its economic model from cost-based to much more innovation-driven. Therefore\, as the funds for cohesion will be gradually decreased for the states of Central Europe\, they need to take an active part in the debate on research cooperation within the EU to invest and attract much more funding as well as creating preferable conditions for prioritizing research and transfer of knowledge to further fuel the economic growth. The Three Seas Initiative (3SI)\, which was launched in 2016 and links thirteen EU states\, is a good platform to discuss these challenges and to consider how to structure the cooperation to make the most efficient. \n\n\n\nThus the aim of the round- table discussion is discuss the Central European perspective on the The future of European competitiveness report\, the regional dimension of the scientific cooperation as well as the next programme for research and innovation in the new Multiannual Financial Framework. During the seminar we would like to present a report published by the Centre for Eastern Studies (OSW)\, entitled A glass half full. Searching for new sources of economic growth in Central Europe indicating the most important challenges on the EU level for the innovativeness of the Central Europe.
