The “Diamond ERA: Fostering Openness in the European Research Area” conference is a one-day policy-focused event that brings together key stakeholders to advance the conversation on Diamond Open Access (OA) in the Social Sciences and Humanities (SSH) across the European Research Area (ERA). Taking place on 4 December 2025 in Brussels at the Permanent Representation of Poland to the European Union<\/strong>, this open event aims to highlight and promote Diamond OA as a sustainable, equitable, and mission-driven model of scholarly publishing. It provides a platform for engagement between policymakers, researchers, publishers, research funders, and infrastructure providers to collaboratively identify pathways toward stronger support and integration of Diamond OA practices in the European science policy landscape.<\/p>\n\n\n\n\n\n\n\n

Why now? <\/strong><\/p>\n\n\n\n

The timing of the conference is particularly relevant. With the ongoing negotiations of the next framework programme Horizon Europe 2028-2034<\/strong> as well as preparations for the new ERA Act<\/strong>, there is a unique opportunity to ensure that Diamond OA is reflected within the next phase of European research policy. At the same time, the Diamond model is gaining the recognition it deserves as a credible, community-led alternative to commercial publishing platforms. This growing momentum underscores the need for coordinated action to strengthen Europe\u2019s capacity for open, independent, and sustainable scholarly communication. The conference seeks to contribute to this effort by positioning the Diamond model as a cornerstone of a more open and resilient European research ecosystem.<\/p>\n\n\n\n

| Opening Session: The Policy Horizon for Diamond OA in Europe<\/strong><\/p>\n\n\n\n

This opening session sets the strategic tone by mapping the policy and funding landscape shaping Open Access (OA) in Europe. Representatives from member states, European Commission, funders, and universities discuss how Diamond OA aligns with ERA objectives, research sovereignty, and multilingualism, identifying levers for sustainable implementation.<\/p>\n\n\n\n

This showcase spotlights pioneering Diamond OA initiatives and infrastructures led by universities, scholarly societies, and independent publishers. Through short presentations, participants will explore diverse approaches to academic-led publishing, governance models, and innovative tools that advance
equitable and multilingual dissemination in the SSH. Q&As will follow the series of lightning talks.<\/p>\n\n\n\n

The keynote introduces the European Diamond Capacity Hub (EDCH) as a central coordination and support mechanism for Diamond OA across Europe. The speaker (s) will present the goals, governance model, and partnership structure, demonstrating how the Hub fosters collaboration, capacity-building,
and funding alignment to scale up community-led publishing practices.<\/p>\n\n\n\n

| Panel Discussion: How to support Diamond OA in ERA \u2013 discussion with the community<\/strong><\/p>\n\n\n\n

This interactive panel gathers representatives from the scholarly community, research infrastructures, funders, and the EC to discuss policy and technical enablers for Diamond OA. The debate will focus on integrating initiatives on both European and national levels to build sustainable support mechanisms for
OA. Results of the recent Inspiring ERA Exchange workshop on overcoming barriers in OA publishing will be presented.<\/p>\n\n\n\n

Real impact in EU policy<\/strong><\/p>\n\n\n\n

In advance of the Diamond ERA: Fostering Openness in the European Research Area<\/em> conference in Brussels, a dedicated meeting in the European Parliament <\/strong>will take place to engage directly with Members of the European Parliament (MEPs) and their teams.<\/p>\n\n\n\n

This focused discussion will serve as an opportunity to explore the strategic role of the Diamond Open Access (OA) model in shaping a more equitable, sustainable, and innovation-driven European Research Area. The model – grounded in academic-led, non-commercial publishing – offers a unique framework for strengthening the autonomy of European research, fostering multilingualism, and ensuring that publicly funded research remains a public good. The meeting will aim to:<\/strong><\/p>\n\n\n\n

Given the Parliament\u2019s crucial role in advancing frameworks that support open and fair research ecosystems, this exchange will be instrumental in shaping the conversation during the Diamond ERA conference on 4 December.<\/p>\n\n\n\n
