{"id":3921,"date":"2019-04-08T12:46:01","date_gmt":"2019-04-08T12:46:01","guid":{"rendered":"http:\/\/polsca.pan.pl\/en\/?p=3921"},"modified":"2019-04-08T12:54:48","modified_gmt":"2019-04-08T12:54:48","slug":"strategic-planning-in-horizon-europe","status":"publish","type":"post","link":"https:\/\/polsca.pan.pl\/en\/strategic-planning-in-horizon-europe\/","title":{"rendered":"Strategic planning in Horizon Europe"},"content":{"rendered":"\n<p>On Tuesday, 2<sup>nd<\/sup>\nApril 2019an <strong>IGLO Open <\/strong>meeting took place \u2013 hosted by the Jakob\nMadsen from the DANRO Office. Theme of the event was <strong>\u201cStrategic Planning and the Co-Creation Process\nin Horizon Europe\u201d<\/strong> and it was\ndelivered by <strong>Kurt Vandenberghe &#8211; <\/strong>director in Directorate A \u2013 Policy\ndevelopment &amp; coordination of DG RTD, who presented the Commission\u2019s\nplans for the new and imminently upcoming Strategic Planning, and in particular\nwhich opportunities there will be for co-creation process of the Horizon Europe\nframework programme.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>With the political agreement on Horizon Europe\nin place between the co-legislators, the members of the IGLO community, i.e. informal association of\nBrussels-based non-profit R&amp;D Liaison Offices (PolSCA being one of the members), are\nawaiting for the next steps to be taken by the EC so to accelerate the\npreparation of the implementation phase. What has been proposed within HEU\nRegulations (still to be adopted by the EP on the April 17<sup>th<\/sup> 2019) clearly\nhas a great potential, but also requires a significant efforts from European\nstakeholders to make it the success that it could and should become! <\/p>\n\n\n\n<p>The event started with a summary of the\nnegotiation process, which encompassed 6 trilogues in the past 3 months. Among\nthe most heated issues debated between Member States were widening instruments,\nincluding some new measures supporting collaborative links between EU13 and\nEU15 like targeted matchmaking and \u201chop-on\u201d scheme. Consensus reached during\nnegotiations allowed to move forward with the European Innovation Council (EIC)\nand introduction of three new concepts into the programme:<\/p>\n\n\n\n<ul><li>Adoption of <strong>Strategic Planning<\/strong> based on co-creation principles,<\/li><li>Definition of a list of <strong>missions<\/strong> areas to be developed further into specific mission topics,<\/li><li>Restructuring of <strong>European partnerships<\/strong> and adoption of a list of possible institutionalized partnerships.  <\/li><\/ul>\n\n\n\n<p> <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"591\" height=\"434\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/H2020-HEU.jpg\" alt=\"\" class=\"wp-image-3913\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/H2020-HEU.jpg 591w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/H2020-HEU-300x220.jpg 300w\" sizes=\"(max-width: 591px) 100vw, 591px\" \/><\/figure><\/div>\n\n\n\n<p><strong>Strategic planning and\nco-creation<\/strong><\/p>\n\n\n\n<p>To make the message clear, the process of\nstrategic planning will mainly guide the implementation of the Pillar II of the\nprogramme, i.e. Global Challenges &amp; European Industrial Competitiveness,\nwhile Pillar I (Excellence Science) and Pilar III (Innovative Europe) will\nadopt bottom-up logic, just like under Horizon 2020. Missions and partnerships\nwill definitely be part of the Strategic Plan. <\/p>\n\n\n\n<p>The overall purpose of this exercise is to\neffectively reach the objectives Horizon Europe and to be more strategic when\nthinking of the EU-wide investments in R&amp;I. Therefore, EC will utilize the\nco-creation process engaging a broad spectrum of stakeholders across Europe and\nbeyond, in order to answer questions like: what do we want to achieve, on what\ndo we want to focus, and what difference do we want to make? The Strategic Plan\nthus shall provide broad and long-term objectives (rather than specific\nprescriptions), encompassing equally the ideas of openness and more\nflexibility. Unlike for FP7 and Horizon 2020, the EC does not want to define\ntopics and scientific or technological areas in which to invest, but define directions\nand have non-prescriptive Work Programmes aimed to achieve these goals. Thus,\nthe outcomes of the strategic planning will not define objectives per clusters\nbut for the entire programme or for areas of interventions.<\/p>\n\n\n\n<p>The first strategic planning will cover the first\nfour years of Horizon Europe, i.e. 2021 \u2013 2024, but may be amended in the\ncourse of the four years if needed. However, when it comes to the visible and\ntangible outcomes of the programme we would like to achieve, we shall rather\nlook into a longer perspective of approx. 10 years, i.e. 5 years of funding\n&gt; 5 years of building the impact &gt; assessing the results in 2030.<\/p>\n\n\n\n<p>Proposed timeline:<\/p>\n\n\n\n<ul><li><strong>June 2019<\/strong> \u2013\nfirst draft of the Strategic Plan to be released by the EC; the consultations will last for three\nmonths and will be available globally to ensure openness and transparency;\nfeedback shall be automated and finalised by the end of summer;<\/li><li><strong>September 2019<\/strong> \u2013\nsecond draft to be made available to the public and stakeholders, which shall\nbe discussed thoroughly during the <strong><em>European Research and Innovation Days;<\/em><\/strong> <\/li><li><strong>Q4 of 2019<\/strong> &#8211; a third version of the Strategic\nPlan will be prepared by the EC officials and published on-line in order to\ngather feedback from <strong>umbrella\norganisations<\/strong> only, so to ensure that the common interests are addressed;<\/li><li>The final documents will have to be\nvalidated already by the new European Commission at the end of the year and\nwill serve as a basis for the Work Programmes to be developed in 2020. However,\nthe early preparations of the WPs will start soon with the participation of\nshadow Programme Committee. <\/li><\/ul>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"600\" height=\"452\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/EU-RDI-Days-2019-e1554726625786.jpg\" alt=\"\" class=\"wp-image-3918\"\/><\/figure><\/div>\n\n\n\n<p><strong>The EU R&amp;I Days<\/strong> will take place in Brussels on 24,\n25 and 26 of September at the KANAL \u2013 Centre Pompidou. The event will bring\ntogether Europe\u2019s best and brightest researchers, scientists, innovators and\npolicy makers to debate and shape the future research and innovation landscape\nunder Horizon Europe. The\nEC foresees at least 1.000 participants and wants the event to be a real\nco-creation exercise on the spot! #RiDaysEU will boast a mix of working\nsessions, discussion workshops, exhibitions etc. with the overarching aim to\ndefine the objectives for EU R&amp;I, but also bring visibility on Horizon\nEurope across public with a motto of \u201cEveryone is invited\u201d.<\/p>\n\n\n\n<p>The registrations are not open yet but you can\nsubscribe to receive update at this link: <a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/events\/upcoming-events\/european-research-and-innovation-days_en\">https:\/\/ec.europa.eu\/info\/research-and-innovation\/events\/upcoming-events\/european-research-and-innovation-days_en<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p><strong>Missions in the Horizon Europe<\/strong> <\/p>\n\n\n\n<p>Missions will be high-ambition, high-profile initiatives which will have  a transformative impact for the challenges which European citizens  face. As such the missions will be defined broadly -at the level of  society, the economy, and the environment. Missions will require the  development of a systemic approach to a challenge and the identification  of a well-defined end-point, fixed in time against which success can be measured.  <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"602\" height=\"465\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/missions.jpg\" alt=\"\" class=\"wp-image-3914\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/missions.jpg 602w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/missions-300x232.jpg 300w\" sizes=\"(max-width: 602px) 100vw, 602px\" \/><\/figure><\/div>\n\n\n\n<p><strong>Mission boards<\/strong> will play a key role throughout the life of the mission and will be launched once the Horizon Europe\npolitical agreement is signed off by the EP and the Councilas soon as there is clarity on the mission areas\nlisted in the Annex currently of the Specific Programme, i.e.:<\/p>\n\n\n\n<ol><li>Adaptation to climate change,\nincluding societal transformation <\/li><li>Cancer <\/li><li>Healthy oceans, seas, coastal\nand inland waters <\/li><li>Climate-neutral and smart\ncities <\/li><li>Soil health and food <\/li><\/ol>\n\n\n\n<p>The boards \u2013 each gathering\nup to 15 persons &#8211; will be created from a\npool of names following a call for an <strong>Expression\nof Interest<\/strong> (EoI). The\nexperts which will be selected must bring a strategic input, a visions for the\nfuture, combined with a deep commitment to the success of the mission and not\nonly a solid knowledge of the state of the art in a certain domain. Members of mission boards would be\nappointed in their personal capacity, while membership of a mission board would\nbe for a fixed term up to a maximum of 5 years and renewable once. The EC hopes to have well known and\nrecognisable people as members of mission boards, especially as Chairs of\nboards. Ideally, mission board shall cover the following:<\/p>\n\n\n\n<ul><li>academia and research organisations,\nincluding researchers and managers<\/li><li>innovation and business relevant to\nthe mission area<\/li><li>and key stakeholders, e.g.:<ul><li>end-users,\ne.g. public sector, patient groups, citizens associations;<\/li><\/ul><ul><li>international\nagencies, e.g. the UN to ensure alignment to SDGs;<\/li><\/ul><ul><li>European\nsocial partner organisations and civil society organisations e.g. NGOs<\/li><\/ul><ul><li>foundations\nand the financial sector;<\/li><\/ul><ul><li>communications\nsector, related to the mission area.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>The first meetings of the missions boards will\ntake place during the European R&amp;I Days at the KANAL in September 2019. The\nboards will be asked to define the concrete missions, their objectives and the\ntime scale. As missions will be included in the Strategic Plan (supposed to be\nready in the end of the year), only a very few number of specific missions will\nbe decided initially.<\/p>\n\n\n\n<p>As Kurt Vandenberghe made clear during the IGLO\nOpen Meeting &#8211; missions will not only be funding instruments, but will be\ndesigned and implemented as guidelines for other programmes (EU programmes,\nnational and regional programmes, etc.) to deliver on the missions goals. Addressing missions may involve multiple types of\nintervention in addition to the research and innovation, with a Europe-wide or\npossibly global approach, of which the EU would be in the vanguard.<\/p>\n\n\n\n<p><strong>Partnerships<\/strong><\/p>\n\n\n\n<p>A list of proposed partnerships\n(institutionalised, co-funded and co-programmed) shall be presented during the\nshadow Programme Committee at the beginning of May. Member States will have one\nmonth to react, so that a first assessment of the results might be presented\nduring the second shadow Programme Committee in early June 2019. Following\nthis, the impact assessment for the future institutionalised partnerships will\nstart.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"592\" height=\"463\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/partnerships.jpg\" alt=\"\" class=\"wp-image-3915\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/partnerships.jpg 592w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/partnerships-300x235.jpg 300w\" sizes=\"(max-width: 592px) 100vw, 592px\" \/><\/figure><\/div>\n\n\n\n<p>All European\nPartnerships will be included in the process of strategic planning to highlight\nthe link with the other objectives of the Horizon Europe programme. Therefore, European\nR&amp;I Days at the KANAL in September 2019 will also be a chance for various\nstakeholders to engage and interfere within a co-creation process aiming at\nsetting up objectives for European partnerships.<\/p>\n\n\n\n<p><strong>Summary of the event<\/strong><\/p>\n\n\n\n<p>At the closing of the event Jakob Madsen concluded that \u201cOur task as IGLO Network is now to follow up and be proactive in the phase leading up to Horizon Europe\u201d. The very same could be signaled far across the Europe, so that all parties interested in the implementation of the programme will have a chance to participate in its co-creation process.
