The contribution of the main players \u2013 CNRS\u2019 conference"},"content":{"rendered":"\n<p><strong>On June 19, 2019, the\nCNRS, celebrating its 80th anniversary, organized a widely promoted conference\nin Brussels entitled \u2018<em>Which scientific\ndiplomacy for Horizon Europe. The contribution of the main players<\/em>\u2019.<\/strong> Co-organizers of the conference\nwere: The Spanish National Research Council (CSIC), Helmholtz, Institute\nPasteur, Thales, Sorbonne Universite and Inalco (University of Languages and\nCivilization).<\/p>\n\n\n\n<!--more-->\n\n\n\n<p><strong>The PolSCA office was\ninvited to this event, which took place in the representative rooms of the\nRoyal Academy of Sciences and attracted numerous participants, primarily from\nthe liaison offices that have their headquarters in Brussels, representing the\ninterests of scientists, researchers and innovators.<\/strong> It is worth noting that the\ndecision about opening of such institutions is not only made by EU member\nstates, but also by associated or third countries of EU, for example Japan. The\nEuropean Register of Transparency, created for all entities wishing to\nparticipate in shaping public policies, includes about 1000 research and\nscientific institutes, think tanks, universities. It should be added that the\nPolish Science Contact Agency appears in this EU register as well.<\/p>\n\n\n\n<p><strong>The conference\nencompassed the opening speeches of the president of the CNRS, prof. Antoine\nPetit, Director General of Research and Innovation, Mr. Jean-Eric Paquet,\nPresident of the European Research Council, prof. Jean-Pierre Bourguignon and\nthree thematic panels<\/strong>.\nThe President of CNRS, welcomed all guests and briefly presented the\ninstitution he has been managing since 2018. It is worth recalling that the\nstructure of the CNRS changed a few years ago: larger units were established to\nmanage them in easier way. In addition, eight foreign departments of the CNRS\nare located on all continents: in Brussels, Beijing, Tokyo, Rio de Janeiro,\nPretoria, New Delhi, Singapore, Washington. Apart from them, the institution\nhas 75 foreign research laboratories. The annual CNRS budget is 3,4 billion\neuro.<\/p>\n\n\n\n<p><strong>Mr. Jean-Eric Paquet<\/strong> spoke about the European Comission\u2019s\nactivities related to the new framework program &#8211; Horizon Europe (2021-2027).\nHe mentioned the ongoing process of recruitment of chairs and members to the mission\nboards as well as European Research &amp; Innovations Days which will be held\non 24-26 September 2019 in Brussels.<\/p>\n\n\n\n<p><strong>Jean Bourguignon<\/strong> noted that the conditions of\ncarrying out research are changing. The ERC still put emphasis on scientific\nexcellence, but more and more often it also draws attention to the need to\nensure efficient communication with the public.<\/p>\n\n\n\n<p>After a short break<strong>, the first discussion panel &#8216;Europe and Asia. What cooperation in a\ncompetitive context?\u2019 began.<\/strong> The discussion was attended by: Marie-Cristina\nRusso from the European Commission, Antoine Mynard from the CNRS, Jennifer\nHeurley from the Pasteur Institute, Luc le Clavalez from the CNRS, Jean-Francois\nHuchet from INALCO. The moderator was Patrick Nedellec, responsible for\ninternational and European affairs in the CNRS.<\/p>\n\n\n\n<p>Speakers agreed that in Europe-Asia relations\nwe need to get to know each other. Better understanding of our cultures and\nlanguages is necessary due to the fact that it strengths and facilitates mutual\ncontacts.<\/p>\n\n\n\n<p><strong>The second panel was\ndevoted to \u2018Innovation, an international challenge for Europe. Tools and good\npractices\u2019.<\/strong> Among\nparticipants were: Philippe Valery Thales representing Thales-CNRS in\nSingapore, Janques Maleval from CNRS, Billy Shapira from Helmholtz in Tel Aviv,\nSrini Kaveri from the CNRS office in India and Xavier Morise from the CNRS.\nThis panel was moderated by Marylin Fiaschi, head of the Science Business. Dr\nKaveri pointed out that innovations should be driven by \u2018Jugaad\u2019, the Hindu\nprinciple which means acting with the minimum means. This is an optimal\ntechnique which has to be taken into consideration by current innovators and\nresearchers.<\/p>\n\n\n\n<p><strong>The last panel \u2018European values. The basis for the European Research Area\u2019 concerned normative issues<\/strong>. It was attended by: Elena Dominguez from CSIC, Philippe Cory from IRD and Alia Gana, Laurence Devillers, Pascal Griset from the CNRS. The moderator of the discussion was Pascal Dayez-Burgeon, a historian, specialist in Korea, a former diplomat, who has been heading the CNRS office in Brussels for over 10 years. The most important values that were mentioned were: social trust, openness, solidarity, equality, including gender equality, freedom, human rights and the rule of law. Professor Dominguez said that our task is to protect these values, while prof. Griset stressed that they should be protected by scientific diplomacy, which is \u2018about to have a place in the world\u2019.<\/p>\n\n\n\n<p><strong><em>Last but not least<\/em><\/strong><strong>, the conference was summed up by Rosa Menendez, president of The\nSpanish National Research Council (CSIC).<\/strong> Mrs. Menendez underlined that scientific\nexcellence and mobility of researchers are nothing new \u2013 she gave many examples\nlike Nicolaus Copernicus\u2019 staying at the University of Bologna and at the\nUniversity of Padua or Marie Sk\u0142odowska-Curie&#8217;s trip to Paris. What is more,\nshe pointed out that Horizon Europe is an excellent opportunity to strengthen\nand intensify activities related to scientific diplomacy in order to be able to\ntackle the global challenges facing Europe.<\/p>\n\n\n\n<p>Finally, it is worth considering why French\nCRNS decided to organize a conference on scientific diplomacy? The position of\nscience and scientists in France is one of the highest in Europe. This is\nindicated both by the expenditure on science in France itself and the\neffectiveness in obtaining funds from the European Union. The French, as one of\nthe founders of the European community, can be an active participants in the\nEuropean research competition. They are \u2018scientific masters\u2019 what is reflected\nin the number of grants obtained from the European Research Council (ERC). The\nposition of scientists in the hierarchy of prestige is also high, emphasis is\nplaced on talking about science and popularizing the achievements of\nscientists.
