It will help shape European research and innovation\ninvestments in the coming years. As part of the process, the Commission has\nlaunched an online consultation. <\/p>\n\n\n\n<p>Have your say on future objectives for\nEU-funded research and innovation, mainly the first draft of the so-called <strong>Strategic Plan<\/strong>. Have your say on\nshaping the way Horizon Europe is going to be <strong>implemented<\/strong>. Have your say on the next generation of ambitious\nresearch and innovation <strong>EU partnerships<\/strong>.\nThe co-design process ensures that Horizon Europe is directed towards what\nmatters most, improves our daily lives and helps turn big societal challenges\nsuch as climate change into innovation opportunities and solutions for a\nsustainable future.<\/p>\n\n\n\n<!--more-->\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" width=\"1024\" height=\"531\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/sturctureheu-1024x531.png\" alt=\"\" class=\"wp-image-4388\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/sturctureheu-1024x531.png 1024w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/sturctureheu-300x155.png 300w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/sturctureheu.png 1376w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>The European Parliament and Council reached a\npolitical agreement on <strong>Horizon Europe<\/strong>\nin April 2019, on the basis of which the European Commission has started to\nprepare the programme\u2019s implementation, including through the <strong>strategic planning process<\/strong>. This\nprocess, focused in particular on Horizon Europe\u2019s second pillar: &#8216;Global\nChallenges and European Industrial Competitiveness&#8217;, will develop the first \u2018<strong>Horizon Europe Strategic Plan (2021-2024)<\/strong>\u2019.\nThe plan will identify major policy drivers, strategic policy priorities, and\ntargeted impacts to be achieved as well as identify missions and European\nPartnerships. <\/p>\n\n\n\n<p>The first \u2018Horizon Europe Strategic Plan\u2019 shall\nto be endorsed by the first quarter of 2020 at the\nlatest, so that it can be used to start work on the preparation of specific\nWork Programs. This would allow the launch of the first Horizon Europe\ncompetitions in January 2021, subject to agreement between the European Parliament and Council on\nthe EU\u2019s long-term budget (2021-2027) and its related horizontal provisions.<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color\">Below is a summary of the ongoing\nconsultations regarding the preparation of Horizon Europe and its <strong>future key R&amp;I priorities<\/strong>. We will\ndiscuss the details of consultations on the <strong>strategy for implementation<\/strong> of the programme and its European <strong>partnerships <\/strong>under a separate post. We\nalso encourage representatives of research performing organizations in Poland\nas well as individual researchers and innovators to participate in the\nco-creation process. Below we also publish a number of materials that can be\nhelpful in consulting the first Strategic Plan, in particular in the key\norientations of EU-funded research &amp; innovation under the so-called <strong>clusters of the 2<sup>nd<\/sup> pillar of\nHorizon Europe<\/strong>.<\/p>\n\n\n\n<p><strong>Consultations on the priorities and\nfuture goals for R&amp;I in the EU<\/strong><strong><\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" width=\"1024\" height=\"512\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/euconsultationheu_sptrategicplan_4.10_v1-2-1024x512.jpg\" alt=\"\" class=\"wp-image-4472\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/euconsultationheu_sptrategicplan_4.10_v1-2-1024x512.jpg 1024w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/euconsultationheu_sptrategicplan_4.10_v1-2-300x150.jpg 300w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/euconsultationheu_sptrategicplan_4.10_v1-2.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>What do you think are the most pressing\nchallenges that EU-funded research and innovation should tackle? What are the\nmost important impacts \u2013 scientific, technological, economic, societal \u2013 that\nEU-funded research and innovation should target? <\/p>\n\n\n\n<p>Now you can share your views with the European\nCommission, which invites anyone with an interest in future EU research and\ninnovation priorities, anywhere in the world, to participate in the\nconsultation, which will close with the <strong>extended\ndeadline of 4 October 2019<\/strong>. <\/p>\n\n\n\n<p>The consultation online survey is\navailable under <a href=\"https:\/\/ec.europa.eu\/eusurvey\/runner\/HorizonEurope_Codesign_2021-2024\"><strong>the link.<\/strong><\/a><strong> <\/strong><\/p>\n\n\n\n<p>It is recommended that prior to responding to the questions, you read the attached document: \u2018<a href=\"https:\/\/ec.europa.eu\/research\/pdf\/horizon-europe\/ec_rtd_orientations-towards-the-strategic-planning.pdf\">Orientations<\/a> towards the first Strategic Plan implementing the research and innovation framework programme Horizon Europe\u2019. Due to the fact that reading this material may not be easy, while at the same time not all participants of the consultation are equally interested in all parts of the process, the PolSCA Office split the document in accordance with its sections. Particular files can be found on the PolSCA website in the &#8220;Publications&#8221; tab under the post <a href=\"http:\/\/polsca.pan.pl\/c\/publikacje\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Horizon Europe &#8211; Orientations towards the first Strategic Plan&#8230;<\/a><\/p>\n\n\n\n<p>As part of the support provided to the\nInstitutes of the Polish Academy of Sciences, the PolSCA Office also prepared\nadditional materials, i.e. introduction and explanations regarding the part <strong>&#8216;General Orientations<\/strong>&#8216; and the part <strong>&#8216;Key Strategic Orientations<\/strong>&#8216;. In\naddition, in cooperation with the Chancellery of the PAN, <strong><em>a proposal of the consultation\ninput<\/em><\/strong> for use within the Academy was prepared. This included two\nsegments: (<strong>Section B<\/strong>) Where should\nHorizon Europe play its greatest role? and (<strong>Section C<\/strong>) What kind of impacts should Horizon Europe targets? The\nabove-mentioned materials were circulated among all PAN Institutes as a mean of\nencouragement for participation in the consultation process. <\/p>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color\"><strong>How can one provide a merit-based input on priorities and future goals for\nR&amp;I in the EU?<\/strong><strong><\/strong><\/p>\n\n\n\n<p>To do so, the last part of the consultation form\nshould be used (<strong>Section D<\/strong>). This is where one can provide further general input regarding the targeted\nimpacts from Horizon Europe. Unfortunately, the space is limited to 5000\ncharacters maximum, so one have to be concise and compact when forming specific\ninput.<\/p>\n\n\n\n<p>One has to bear in mind, that the consultation process builds on the legislative text of the <a href=\"http:\/\/polsca.pan.pl\/horyzont-europa-program-szczegolowy\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Specific Programme<\/a> , and aims to develop it further in terms of expected impacts, with a clear participation of the R &amp; I community. The overarching goal of this co-creation process \u2013 based on a pre-defined global challenges and their drivers and current EU policies\u2013 is to <strong>identify<\/strong> <strong>key research and innovation orientations <\/strong>for the first four years of the HEU, i.e. 2021 \u2013 2024.<\/p>\n\n\n\n<p>Clearly, that\nnot all areas of intervention (AoI)as indicated in <strong>clusters<\/strong>\nof the Specific Programme will be covered by the <strong>first Strategic Plan <\/strong>for 2021 &#8211; 2024. Under the co-design it will\nbe decided which of these specific topics shall be put forward first, thus\nleaving some topics to be developed later in the course of HEU implementation,\ni.e. second Strategic Plan for 2024 \u2013 2027. Hence, over the consultation\nprocess, one can flag key R&amp;I orientations that seem of urgent priority,\nwhile highlighting others to be postponed. At the same time, one can suggest to\nadd new key R&amp;I orientations that are not yet included, but were foreseen\nwithin the legislation text. <\/p>\n\n\n\n<p>The intention of the co-creation\nprocess is not to add yet another set of R&amp;I topics to the list. Commission\nrather seeks to look for expected impacts of R&amp;I actions performed under\nfuture EU-funded projects. Thus, the <strong>reverse\nlogic<\/strong> must by applied, i.e. what is the scientific, innovative or societal\nimpact of the particular research programme at the European level (i.e. EU\nadded value) and whether it could be aligned with existing clusters of the Specific Programme. If so, one\nmight try to highlight those, flag them as critically important for European\ncommunity, try to provide arguments to enhance its potential impact and bring\nit to the front of the attentions, and thus \u2013 possibly \u2013 have it included in\nthe draft of the first Strategic Plan. <\/p>\n\n\n\n<p><strong>Summary<\/strong><\/p>\n\n\n\n<p>We at the <strong>PolSCA Office<\/strong> encourage all active in\nmembers of the Research and Innovation communities across Poland, especially\nthose affiliated at the Polish Academy of Sciences to take an active role in\nthe ongoing process. So far, more than 6000 responses have been provided to the\nEC services, while Poland contributed to only around 170 feedbacks (as for 8<sup>th<\/sup>\nSeptember).
