{"id":4856,"date":"2020-01-06T14:47:15","date_gmt":"2020-01-06T14:47:15","guid":{"rendered":"http:\/\/polsca.pan.pl\/en\/?p=4856"},"modified":"2020-01-07T16:37:02","modified_gmt":"2020-01-07T16:37:02","slug":"polissh-perspective-on-horizon-europe-conference-summary","status":"publish","type":"post","link":"https:\/\/polsca.pan.pl\/en\/polissh-perspective-on-horizon-europe-conference-summary\/","title":{"rendered":"&#8216;PoliSSH perspective on Horizon Europe&#8217; conference &#8211; summary"},"content":{"rendered":"\n<p class=\"has-background has-very-light-gray-background-color\"><strong>On 27 November 2019 \u2018PoliSSH perspective on Horizon Europe\u2019 event took place in Staszic Palace in Warsaw (Poland). The conference was jointly organized by Polish Science Contact Agency (PolSCA) of the Polish Academy of Sciences and National Contact Point for Research Programmes of the EU in Poland. <\/strong> <strong>The main objective was to support the participation of Polish scientists in EU Framework Programmes, especially in the Social Sciences and Humanities\u2019 field. Other aims of the event were: to bring the European context closer to Polish scientists and to network them with foreign partners.<\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\"><strong>CONCEPT AND OBJECTIVES\nOF THE EVENT<\/strong><\/p>\n\n\n\n<p>Currently, European Union countries are in the process of consulting the\nnext research and innovation program \u2018Horizon Europe\u2019. The importance of the\nprogram is underlined by its proposed budget, which for the first time reached\n100 billion euro in the European Commission proposal, and even 120 billion euro\nin the proposal of the European Parliament. Increased funding for research and\ninnovation is also a greater opportunity for Polish scientists to raise their\nfunds. The fact is that Poland, as an EU member state, does not fully exploit\nits potential under Horizon 2020, similarly to other EU-13 countries. Thus far,\nthis region has obtained only 4.8% of H2020 funding, while it represents over\n17% of EU researchers. In addition, the funds available for financing research\nand innovation based on ERDF funds (so-called structural funds) are likely to\nbe reduced in the next EU Multiannual Financial Framework. Hence, an urgent\nneed to introduce system solutions that support participation in the next\nFramework Program, but also to build confidence in the national scientific\ncommunity that Horizon Europe is an excellent chance to strengthen and develop\nthe research sector in Poland.<\/p>\n\n\n\n<p><strong>\u2018PoliSSH perspective on\nHorizon Europe\u2019 event was particularly addressed to representatives of Social\nSciences and Humanities (SSH) due to many reasons.<\/strong> Firstly, because the objective of Horizon Europe is to bring science\nand innovation closer to members of European societies &#8211; this is a task for SSH\nresearchers who are to ensure understanding of research results among decision\nmakers and representatives of diverse environments. According to <a href=\"https:\/\/www.ssh-impact.eu\/wp-content\/uploads\/2019\/04\/ihs-working-paper-2019-koenig-ssh-impact-eu-research-programmes.pdf\">SSH-Impact\nPathways and SSH Integration in EU Research Framework Programmes<\/a> report, they are to provide specialist\nknowledge in terms of placing specific problems in wider contexts by combining\na local and global perspective. Moreover, SSH helps to better understand the\nsocio-economic impact of research policy itself and enhance its societal impact\nin the future. Secondly, the previously agreed joint proposal of the Parliament\nand the Council clearly states that Horizon Europe provides a multidisciplinary\napproach and stresses Social Sciences and Humanities\u2019 integration in all\nclusters and activities developed under the program (cross-cutting issue). The\nposition that achieving the main goals of Horizon Europe requires both\ntechnological, engineering, mathematical (STEM) and SSH disciplines is\nsupported by various networks e.g. <a href=\"https:\/\/eua.eu\/news\/301:horizon-europe-gets-greenlight-%E2%80%93-time-to-scale-up.html\">European\nUniversity Association<\/a> (EUA) or <a href=\"http:\/\/www.eassh.eu\/position-papers\">European Alliance for Social Sciences\nand Humanities<\/a> (EASSH). <\/p>\n\n\n\n<p>Taking initiatives to strengthen the integration of social sciences and the humanities is extremely important for one more reason &#8211; the insufficient participation of SSH representatives in Horizon 2020. Such conclusions can be drawn from <a href=\"https:\/\/publications.europa.eu\/en\/publication-detail\/-\/publication\/f094a641-30dd-11e9-8d04-01aa75ed71a1\/language-en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">the latest report of the European Commission<\/a>, monitoring the development of SSH as a cross-cutting issue under the Horizon 2020 Program.<\/p>\n\n\n\n<p>Furthermore, the need to ensure adequate representation of researchers of social sciences and humanities in the EU Framework Programs is also pointed out by European scientific networks, including All European Academies (ALLEA) with its <a href=\"https:\/\/allea.org\/horizon-europe\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Working Group Horizon Europe<\/a>, focused on guaranteeing full representation of SSH disciplines. The one of its members is prof. Przemys\u0142aw Urba\u0144czyk, director of the PIASt Institute of Polish Academy of Sciences.<\/p>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color\">The \u2018PoliSSH Perspective on Horizon Europe\u2019 event finally brought together over 80 participants, representing various institutes of Polish Academy of Sciences, universities, research funding agencies and other research institutions. The conference demonstrated the opportunities offered by EU programs and showcased the &#8216;success stories&#8217; of beneficiaries, not only from Poland, but also from other European countries. <\/p>\n\n\n\n<div class=\"wp-block-file\"><a href=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/Program.pdf\">The final agenda is available here<\/a><a href=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/Program.pdf\" class=\"wp-block-file__button\" download>Pobierz<\/a><\/div>\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\"><strong>OPENING AND WELCOMING ADDRESSES<\/strong><\/p>\n\n\n\n<p>The\nconference was officially opened by <strong>prof.\nPawe\u0142 Rowi\u0144ski, Vice-President of the Polish Academy of Sciences (PAS)<\/strong>, who\nwarmly welcomed all the participants. The Vice-President briefly described the\nefforts of the Polish Academy of Sciences in obtaining European grants and underlined\nthat research priorities of the Polish Academy of Sciences encompass\ninterdisciplinarity (including social changes, climate change, energy). He also\nexpressed his appreciation to the conference organizers, wished participants a\nproductive exchange and encourage all of them to engage in active and open\ndiscussions. <\/p>\n\n\n\n<p><strong>Prof. Ma\u0142gorzata Mol\u0119da- Zdziech,\nDirector of the Polish Science Contact Agency in Brussels (PolSCA)<\/strong>,\nused her welcoming address to give an overview of PolSCA activities and of the\nconference\u2019s program as well. She stressed out that we need Social Sciences and\nHumanities to understand and tackle global challenges, for instance climate\nchange. She expressed a hope that the conference provide us with hints for\npreparing a good research projects, especially in Horizon Europe. <\/p>\n\n\n\n<p><strong>Dr. Zygmunt Krasi\u0144ki, Director of the National Contact Point for EU Research Programmes in Poland<\/strong>, emphasized the importance of EU funds in supporting research and innovation in Member States. He said that we already set up clear goals, which we would like to&nbsp; achieve in terms of Polish participation in Horizon Europe. <\/p>\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\"><strong>KEYNOTE SPEECH<\/strong><\/p>\n\n\n\n<p>The\nkeynote speech was given by <strong>Mr. Harald\nHartung, Head of Unit E4 in Directorate General for Research and Innovation of\nEuropean Commission<\/strong>. Mr. Hartung briefly described the preliminary\nstructure of Horizon Europe and pointed out the main changes, comparing to\nHorizon 2020. What is more crucial, the special attention was paid to Cluster 2\n\u2013 Culture, Creativity and Inclusive Society, which focuses on challenges\npertaining to democratic governance, cultural heritage and the creative\neconomy, social and economic transformations. The challenges are interconnected\nand have been chosen because they respond to the most pressing social,\npolitical, economic and cultural concerns and expectations of European\ncitizens. <\/p>\n\n\n\n<p>Mr. Hartung also made an appeal to SSH researchers for providing the extremely important human factor in R&amp;I. He underlined that no single discipline can fully address very complex and current societal challenges. That is why there is an urgent need to foster multi, trans and interdisciplinary cooperation between disciplines, including inter-action between STEM and SSH fields. It is necessary if we would like to be able to examine the societal impact of science and research in the future, in particular for novel policies such as behavioural changes, level of acceptance of new technologies or ethical dimensions. <\/p>\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\"><strong>PANEL DISCUSSION <\/strong><\/p>\n\n\n\n<p>The first\npart of the event began with panel discussion, the aim of which was to describe\nthe position of Social Sciences and Humanities in EU framework programmes,\nidentify main drivers to integrate SSH research into EU framework programs as\nwell as to underline potential opportunities for SSH representatives. The panel\nwas focused on specific actions undertaken by different institutions to explore\nsuch opportunities and on proposals as to how such opportunities might be\nfurther developed. The need for the strengthening of the existing SSH\nstakeholder communities by networking and improving capacity building\nactivities was also discussed. <\/p>\n\n\n\n<p>In the panel\ndiscussion, took part:<\/p>\n\n\n\n<ul><li><strong>Mr. Jon Deer<\/strong>,\nGoverning Board member of the European Alliance for Social Science and\nHumanities (EASSH) and the Campaign for Social Science (UK),&nbsp; Director of\nResearch and Enterprise, City, London University;<\/li><li><strong>Mr. Harald Hartung,&nbsp;<\/strong>Head\nof Unit E4 in Directorate General for Research and Innovation of European\nCommission;<\/li><li><strong>Prof.&nbsp;Ma\u0142gorzata Kossowska<\/strong>,\nHead of the Social Psychology Unit and Centre for Social Cognitive Studies in\nthe Institute of Psychology at Jagiellonian University, Chairwoman of the NCN\nCouncil, Member of the PAS;<\/li><li><strong>Prof.&nbsp;Valentina Lepri<\/strong>,\nProfessor of History of Philosophy at the Institute of Philosophy and Sociology\nof PAS, Marie Sk\u0142odowska-Curie Individual Fellow (H2020);<\/li><li><strong>Dr.<\/strong>&nbsp;<strong>Geny\nPiotti<\/strong>, Spokesperson of Research on Societies Europe (ROSE), Head of\nUE-Research Affairs at the European University Viadrina;<\/li><\/ul>\n\n\n\n<p>The\ndiscussion was moderated by <strong>dr. Anna Plater-Zyberk<\/strong>,\nDirector of the International Cooperation Office of PAS. <\/p>\n\n\n\n<p><strong>The general conclusions from the panel are provided below: <\/strong><\/p>\n\n\n\n<ul><li>To be more active in Framework Programmes and ensure full integration of SSH we need to work on mechanisms and formats for <strong>closer cooperation among Social Sciences and Humanities as well as between SSH and other sciences<\/strong>;<\/li><li>Bearing in mind some differences between SSH disciplines, <strong>we should look for common grounds and common language among the SSH community <\/strong>because the integration is a great opportunity for the SSH in itself;<\/li><li><strong>Networking<\/strong> should be seen as a key factor to succeed \u2013 we need to create our networks or join existing ones to be more visible with our&nbsp; ideas. Network is always remains, even if we would like to take part in different research initiatives than EU-funded research projects;<\/li><li><strong>Qualitative indicators<\/strong> in monitoring SSH participation should be taken into account \u2013 for example, in terms of networks, an insight who is engaged, how and at what level should be provided;<\/li><li>There is an urgent need to <strong>be engaged from the same beginning <\/strong>by joining consortia, participating in info days and looking for partners; <\/li><li>If we want our researchers to be successful we need <strong>more holistic support<\/strong> for them;<\/li><li>The success in EU programs also depends on <strong>national strategy to support universities\/ research institutes<\/strong>. This strategy should include structural changes, which are definitely needed, particularly when it comes to research support offices. What is more, it should be in line with institutional strategy of research development;<\/li><li>Many issues should be solved locally \u2013 this is <strong>the role of NCPs<\/strong>;<\/li><li>The issue of<strong> impact<\/strong> in Social Sciences and Humanities has to be pointed out;<\/li><li>Do not use abbreviation \u201cSSH\u201d because it is very often misunderstood by people outside;<\/li><li><strong>Applying for EU-funded grant is never waste of time for researchers, projects managers, institute or university. It is a good lesson to learn for everybody<\/strong>. <\/li><\/ul>\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\"><strong>TAKE-HOME MESSAGE <\/strong><\/p>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color\">Undoubtedly there is a strong role to play for SSH in Horizon Europe. We know that \u00bc of the budget for individual grants (ERC and MSCA) goes to SSH. There are also numerous opportunities for scholars working in SSH in various consortia funded under FP.  To be successful research community need to think about an interdisciplinary approach, think about impact and get involved in the consortia from the very beginning. <strong>Providing a system of incentives and holistic support at European, national and institutional level is a key to increasing Polish participation in the EU Framework Programs<\/strong>. As Harald Hartung mentioned, we cannot be humble! <\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>After lunch, <strong>Mr. Miko\u0142aj Pyczak, SC6 NCP and Programme Committee Expert from Polish National Contact Point<\/strong>, presented opportunities and open calls under SC6. Current calls are focused on following topics: migrations, transformations, governance for the future. He also encouraged all researchers to look for collaboration opportunities by taking part in networking or by adding your profile in <a href=\"https:\/\/sshresearchdirectory.eu\/\">Partner Search Tool for SC6<\/a>.<\/p>\n\n\n\n<p class=\"has-text-color has-background has-very-dark-gray-color has-cyan-bluish-gray-background-color\"><strong>SUCCESS\nSTORIES PRESENTATIONS\u2019 <\/strong><\/p>\n\n\n\n<p>What has\nhelped in terms of writing proposals, submitting applications, obtaining EU\ngrants? What makes a success in H2020?<strong> <\/strong>The\nnext session was concentrated on showcasing various \u201csuccess stories\u201d of beneficiaries\nof EU programs, not only from Poland, but also from other European countries,\nsuch as Germany or Lithuania. The primary aim of the session was to share best\nresearch practices, exchange ideas and provide practical hints for SSH\nresearchers. <\/p>\n\n\n\n<p>This session was attended by:<\/p>\n\n\n\n<ul><li><strong>Dr.<\/strong>&nbsp;<strong>Jan\nBarski<\/strong>, CityScience Lab, HafenCity University Hamburg<\/li><li><strong>Dr.<\/strong>&nbsp;<strong>Magdalena\nG\u00f3ra<\/strong>, Institute of European Studies, Jagiellonian University in Cracow<\/li><li><strong>Dr.&nbsp;Maciej Maryl<\/strong>,\nDigital Humanities Centre, Institute of Literary Research of the PAS<\/li><li><strong>Mr.\nTomasz Mazuryk<\/strong>,\nFundingBox ACCELERATOR Sp. z o.o.<\/li><li><strong>Dr.<\/strong>&nbsp;<strong>Justyna\nOlko<\/strong>, Center for Research and Practice in Cultural Continuity, Faculty of\n\u201cArtes Liberales\u201d, University of Warsaw<\/li><li><strong>Prof.&nbsp;Gintautas Ma\u017eeikis<\/strong>,\nDepartment of Social and Political Theory, Vytautas Magnus University<\/li><\/ul>\n\n\n\n<p>The session was moderated by <strong>dr. Justyna Kramarczyk<\/strong> from Polish\nScience Contact Agency (PolSCA) in Brussels. <\/p>\n\n\n\n<p><strong>The main\npoints, which were highlighted at the session, include:<\/strong><\/p>\n\n\n\n<ul><li>Institutes\/universities should\nprovide their researchers with efficient research support offices, transparent\ninternal procedures, specialized knowledge on dissemination (e.g. social\nmedia). There is a vital need to establish <strong>cooperation\nbetween academics and administrative workers<\/strong>;<\/li><li><strong>NCP\nsupport<\/strong> is also crucial in this process. We need to increase\nparticipation in brokerage events, take part in NCP\u2019s mentoring programmes and\narrange individual consultations with experts;<\/li><li>Central to being successful in EU grants\nis the development of <strong>networking skills<\/strong>\n\u2013researchers should create new or join already established networks. The\nsuccess of the project depends on mutual trust and support;<\/li><li>When it comes to <strong>consortium building<\/strong>, putting an advert on the participant portal\nand proper identification of desired partner profile are advised; <\/li><li>Another key word is <strong>teamwork<\/strong>. We need well-managed and\ndiverse teams with clear structure and division of labour as well as democratic\nand transparent project management procedures. Even the process of writing a\nproposal is a team effort. <\/li><li>Research community should be aware\nthat the <strong>external audiences\/\nstakeholders are part of the process and key to success<\/strong>. Participation in\nthe broader research community and effective internal\/ international\ncommunication are essential . <\/li><\/ul>\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\"><strong>TAKE-HOME MESSAGE <\/strong><\/p>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color\">Close\ncooperation between academics and research support offices, being part of the\nnetworks, strong support from NCP, effective communication, clear-structured\nand well-managed research teams are crucial to achieving success. In general,\nkey to being successful in EU funded projects is to bring all research\ncommunity \u2013 researchers, academia authorities, project managers, stakeholders,\nexternal audiences, society, non-governmental &#8211; together. There is a need for\nthe united and engaged voice. <\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>The event ended with a presentation given by <strong>Ms. Ewa Ku\u015bmierczyk, Director of the Excellence in Science Department of PAS<\/strong>, entitled \u2018ERC grants in SSH \u2013 increase your chances for success\u2019.
