At the beginning of September 2019 she proposed her team and the new structure of the Commission for the next term of office 2019 &#8211; 2024 (<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_19_5542\">link<\/a>). <strong>Mariya Gabriel<\/strong> was proposed as a Commissioner, whose portfolio encompasses both science and education. Many scientists and a number of organizations &#8211; including the <a href=\"https:\/\/informacje.pan.pl\/index.php\/informacje\/nauki-scisle-i-nauki-o-ziemi\/2769-pan-zaniepokojona-pomniejszeniem-znaczenia-nauki-wsrod-priorytetow-komisji-europejskiej\">PAS<\/a> &#8211; suggested a change of portfolio name (<a href=\"https:\/\/sciencebusiness.net\/framework-programmes\/news\/clamour-new-commission-change-name-innovation-and-youth-portfolio\">link<\/a>), which was finally materialized, i.e. Innovation, Research, Culture, Education and Youth (<a href=\"https:\/\/ec.europa.eu\/commission\/commissioners\/2019-2024\/gabriel_en\">link<\/a>). After the hearing process, the European Parliament approved new set of commissioners in plenary on November 27, 2019 (<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/hearings2019\/commission-2019-2024\">link<\/a>). Already in December Commission unveils &#8216;<strong>A European Green Deal<\/strong>&#8216; to make Europe the first climate-neutral continent (<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\">link<\/a>).<\/p>\n\n\n\n<!--more-->\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/csm_new_commission_b8f6afb845.jpg\" alt=\"\" class=\"wp-image-4942\" width=\"600\" height=\"416\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/csm_new_commission_b8f6afb845.jpg 800w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/csm_new_commission_b8f6afb845-300x208.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/figure>\n\n\n\n<h2>Strategic planning<\/h2>\n\n\n\n<p>At the same time, the Directorate-General for Research and Innovation (DG RTD) continued the preparation of the <strong>Horizon Europe<\/strong> framework program, including thorough discussions with all Member States under the format of the <em>Shadow Strategic Configuration of the Horizon Europe Programme Committee<\/em> (<em>Shadow SPC<\/em>). The basis for various consultations &#8211; extended by an additional month, i.e. until October 4th, 2019 &#8211; was a document entitled <strong>Orientations towards the first Strategic Plan<\/strong> (also published on <a href=\"http:\/\/polsca.pan.pl\/kierunki-pierwszego-planu-strategicznego-wdrazajacego-program-ramowy-w-zakresie-badan-naukowych-i-innowacji-horyzont-europa\/\">PolSCA<\/a> webpage). The Commission\u2019s report on this process (including major findings of the <strong>EU Research &amp; Innovation Days<\/strong> event held in September) was published on October 3, 2019 and thus consultations of umbrella organizations were started (<a href=\"https:\/\/ec.europa.eu\/info\/news\/share-your-views-revised-version-orientations-towards-first-strategic-plan-horizon-europe-2019-oct-31_en\">link<\/a>). The final version of this document, which forms the departure point for further work, was published at the end of December 2019 (<a href=\"https:\/\/ec.europa.eu\/info\/files\/orientations-towards-first-strategic-plan-horizon-europe_en\">link<\/a>). <\/p>\n\n\n\n<p class=\"has-background has-very-light-gray-background-color\">On this basis, the <strong>PolSCA Office<\/strong> will commit to engage the network of PAS institutions in the process of co-design of the Horizon Europe. <\/p>\n\n\n\n<p>In autumn 2019, consultations were also held on the <strong>HEU Implementation Strategy<\/strong>, the report of which can be found <a href=\"https:\/\/ec.europa.eu\/info\/news\/results-horizon-europe-implementation-co-design-exercise-towards-sound-implementation-framework-2019-nov-26_en\">here<\/a>. Part of these consultations were regional workshops with the participation of EC representatives. In Poland such a meeting was held on November 20<sup>th<\/sup> in Warsaw, and it was co-organized by the Ministry of Science and Higher Education, the National Contact Point and the Polish Academy of Sciences, i.e.<strong> Grant-up Office<\/strong>.<\/p>\n\n\n\n<h2>Missions under HEU<\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" width=\"1024\" height=\"512\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/JPG_HEU-Mission-areas-1024x512.png\" alt=\"\" class=\"wp-image-4945\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/JPG_HEU-Mission-areas-1024x512.png 1024w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/JPG_HEU-Mission-areas-300x150.png 300w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/JPG_HEU-Mission-areas.png 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>In the second half of 2019, intensive work began on identifying specific <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-oriented-policy-horizon-europe_en\">missions<\/a> within the 5 pre-defined areas. To this end, the EC appointed a number of experts to form <strong>Mission Boards<\/strong>, among them 4 people from Poland: <\/p>\n\n\n\n<ul><li> Prof. Konrad <strong>Rydzy\u0144ski<\/strong> \u2013 Nofer Institute of Occupational Medicine, \u0141\u00f3d\u017a; mission area 2 \u2013 Cancer,<\/li><li>Monika <strong>Stankiewicz<\/strong> \u2013 Helocome (Finland);  mission area  3 \u2013   Healthy Oceans, Seas, Coastal and Inland Waters ,<\/li><li>Prof. Hanna <strong>Gronkiewicz-Waltz<\/strong> \u2013 Former chair of the Central Bank of Poland, also served as Mayor of Warsaw;  mission area 4 \u2013  Climate-Neutral and Smart Cities\u00a0 (Chair of the Board),<\/li><li>Prof. Marta <strong>Pogrzeba<\/strong> \u2013 Institute for Ecology of Industrial Areas (IETU), Katowice;  mission area  5 \u2013  Soil Health and Food. <\/li><\/ul>\n\n\n\n<p>In addition, the EC decided to appoint additional bodies, so-called <strong>Mission Assemblies<\/strong>, which included 7 Poles:<\/p>\n\n\n\n<ul><li> Mission area 1 &#8211; Adaptation to Climate Change including Societal Transformation:<ul><li>Prof. Zbigniew <strong>Kundzewicz <\/strong>\u2013 Institute for Agricultural and Forest Environment, Polish Academy of Sciences, Pozna\u0144 <\/li><li>Dr Piotr <strong>Mysiak <\/strong>\u2013 University of Zielona G\u00f3ra  <\/li><\/ul><\/li><li> Mission area 2 &#8211; Cancer:<ul><li>Prof. Jacek <strong>Jassem <\/strong>\u2013 Medical University of Gdansk  <\/li><li>Prof. Rodryg <strong>Ramlau <\/strong>\u2013 Poznan University of Medical Sciences <\/li><li>Prof. Agnieszka <strong>Sobczak-Kupiec<\/strong> \u2013 Cracow University of Technology  <\/li><\/ul><\/li><li> Mission area 3 \u2013  Healthy Oceans, Seas, Coastal and Inland Waters:<ul><li>Dr Klara <strong>Ramm <\/strong>\u2013 Veolia Energia Polska, Warsaw<\/li><\/ul><\/li><li> Mission area 5 \u2013  Soil health and Food:<ul><li>Dr Anna <strong>Krzywoszy\u0144ska <\/strong>\u2013 University of Sheffield  <\/li><\/ul><\/li><\/ul>\n\n\n\n<p>Professor Jassem and prof. Kundzewicz were supported by the Polish Academy of Sciences and the PolSCA Office, especially at the application preparation stage and by collecting letters of support for these candidates. Regional offices in Brussels, respectively &#8211; of the Pomeranian Voivodeship and the Wielkopolska Voivodeship were also involved in this activity. <\/p>\n\n\n\n<p>A full list of Board and Assembly members is available <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-oriented-policy-horizon-europe\/mission-boards_en\">here<\/a>. <\/p>\n\n\n\n<p>In the last quarter of last year, the Mission Boards held several meetings and initiated the process of identifying relevant topics through so-called <em>scoping<\/em> and <em>foresight<\/em>. In December 2019, the EC announced that the time give to Bards in order to complete this process has been extended by mid-2020. Their\u2019s work should now strengthen citizen engagement, continuous cooperation with Member States and members of Assemblies.
