The guest speaker was Mr <strong>Mr.\nNeville Reeve&nbsp;&nbsp;\u2013&nbsp;<\/strong>Head of Sector for\nMissions at unit A.3 of DG RTD (Policy &amp; Programming Centre) who provided\nthe presentation entitled <strong>\u201cIdentifying and developing missions under Horizon\nEurope\u201d.<\/strong> The event took place on\nWednesday, 8th of January 2020 and was held at the KoWi premises.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Mr Neville provided audience with a very\nthorough information on the mission-oriented approach in the Horizon Europe. He\nstarted off with reminding the participants the major steps in developing the\nmission, from the Lamy Report (2017), via first Mazzucato report (2018) until\nthe legislative package on missions under Horizon Europe (2019). \n\nParticipants had a chance to listen what the\nmissions are and what they are not about. Further, information on mission\ngovernance was delivered, with description of Mission Boards and Mission\nAssemblies. Their roles in identification process of specific missions were\nexplained as well as other actors in the mission co-design process, i.e.\ndialogue with Member States and European Parliament. Finally, a timeline of\nplanned milestones was described. It stems out of the Horizon 2020 interim-evaluation and a report\nof the independent High Level Group on maximising the impact of EU research\n&amp; innovation programmes (<a href=\"https:\/\/op.europa.eu\/en\/publication-detail\/-\/publication\/ffbe0115-6cfc-11e7-b2f2-01aa75ed71a1\/language-en\/format-PDF\/source-77975731\">LAB-FAB-APP<\/a>).\nThis concept was later on developed by Professor Mariana Mazzucato\nwho argued, that mission-oriented policy could be teh instrument to reframe the\nway to tackle grand societal challenges (<a href=\"https:\/\/op.europa.eu\/en\/publication-detail\/-\/publication\/5b2811d1-16be-11e8-9253-01aa75ed71a1\/language-en\">link<\/a>).\nBack in early 2018 Commision held a call for feedback on initial concept of\nmissions, that PolSCA \/ PAS also participated in. <\/p>\n\n\n\n<p>Key features of missions are:<\/p>\n\n\n\n<p>&#8211; ensuring visibility and significant impact<\/p>\n\n\n\n<p>&#8211; achieving bold, measurable targets within a\nspecific timeframe<\/p>\n\n\n\n<p>&#8211; providing solutions to major challenges\nfacing society today.<\/p>\n\n\n\n<p><strong>Mission areas and\nidentification of mission topic<\/strong><\/p>\n\n\n\n<p>Missions are a new\napproach to R&amp;I policy-making which means setting defined goals, with\nspecific targets and working to achieve them in a set time. The five mission areas have been\nidentified and agreed among all EU Member States and are already a part of the\nHEU legislative package. <\/p>\n\n\n\n<p>5 mission areas are:<\/p>\n\n\n\n<p>&#8211; <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-area-adaptation-climate-change-including-societal-transformation_en\">Adaptation to Climate Change including Societal Transformation<\/a><\/p>\n\n\n\n<p>&#8211; <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-area-cancer_en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Cancer (otwiera si\u0119 na nowej zak\u0142adce)\">Cancer<\/a><\/p>\n\n\n\n<p>&#8211; <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-area-healthy-oceans-seas-coastal-and-inland-waters_en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Healthy Oceans, Seas, Coastal and inland Waters (otwiera si\u0119 na nowej zak\u0142adce)\">Healthy Oceans, Seas, Coastal and inland Waters<\/a><\/p>\n\n\n\n<p>&#8211; <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-area-climate-neutral-and-smart-cities_en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Climate neutral and smart cities (otwiera si\u0119 na nowej zak\u0142adce)\">Climate neutral and smart cities<\/a><\/p>\n\n\n\n<p>&#8211; <a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe-next-research-and-innovation-framework-programme\/mission-area-soil-health-and-food_en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Soil health and food (otwiera si\u0119 na nowej zak\u0142adce)\">Soil health and food<\/a><\/p>\n\n\n\n<p>The 5 mission areas are fairly wide, thus they\nneed to be narrowed down. That&#8217;s why <strong>Mission\nBoards<\/strong> (MBs) were created as a result of the <a href=\"https:\/\/ec.europa.eu\/info\/news\/commission-invites-top-experts-shape-new-research-and-innovation-missions-2019-may-13_en\">call\nfor expression of interest<\/a> launched and\nfinalized by mid-2019. Precisely at that time, a second report by Prof.\nMazzucato was revealed in which she shares her views on governing missions (<a href=\"https:\/\/ec.europa.eu\/info\/publications\/governing-missions-governing-missions-european-union_en\">link<\/a>).<\/p>\n\n\n\n<p>Each Mission Board consists of 15 experts,\nincluding the chair. They are composed of a broad mix of experts from\ninnovation, research, policy making, civil society and practitioner\norganisations. They held their first meetings in September 2019 during Research\n&amp; Innovation Days EU, at once engaging in the discussion with a broad\npublic.<\/p>\n\n\n\n<p>Apart from Mission Boards, so-called <strong>Mission Assemblies<\/strong> (MAs) were\nidentified within each mission area. Members of the Assemblies are though to\nsupport the workings of the Boards, by providing further expert knowledge. Their members are being nominated\ndirectly by Members States and they role is to coordinate and translate\nmission-approach policy at the national level. So far, these groups were not\nyet extensively utilized by either Boards or Commission itself, however more\nengagement is expected soon.<\/p>\n\n\n\n<p>Their first and the most important task of the\nMission Boards is to define specific missions. Initially, this task was\nsupposed to be achieved by end of 2019, however due to extensive work needed,\nthis is now shifted towards mid-2020. So far, Mission Boards have met 3 \u2013 5\ntimes (depending on the area) and major activities involved early scoping and\nforesight exercises. In the nearest future, members of Assemblies and SPC\nSub-groups will be involved in discussions. Also, Boards cooperate with the EP,\nin particular the ITRE Committee, with initial exchanges already concluded and\nfollow-up interactions to be scheduled. The identification process is of\ncrucial importance, as mission topic shall be included in the first <strong>Strategic Plan for 2021 \u2013 2024<\/strong>,\nfollowed with incorporation of missions in the Work Programmes. This ambitious\nprocess shall be finalized by end of 2020, in order to enable smooth start of\nthe Horizon Europe on the 1<sup>st<\/sup> of January 2021.<\/p>\n\n\n\n<p><strong>Future outlook \u2013 implementing missions under\nHorizon Europe<\/strong><\/p>\n\n\n\n<p>Missions will be funded under <strong>2<\/strong><sup><strong>nd<\/strong><\/sup><strong> pillar<\/strong> (i.e. Global Challenges &amp; European Industrial Competitiveness), and up to 10% of its budget can be spent on missions in the first three years of HEU. Since this is a limited amount, it is expected that the other two pillars will also contribute, as well as other centrally-managed European programs could contribute too. However, details of how the missions are going to be implemented are not yet clear.<\/p>\n\n\n\n<p>Yet, missions are not just about money and synergies will be just as important. These shall include synergies across the programme (like <strong>ERC <\/strong>or <strong>EIC<\/strong>), with other EU-policies (inc. <strong>ERDF <\/strong>or <strong>ESF<\/strong>) and with Member State activities (<strong>national instruments<\/strong>). This makes it such an ambitious goal that in order to work, shall mobilize many actors. <\/p>\n\n\n\n<p>Worth noting is the fact, that Mission Boards\nannounced in summer 2019 will focus in their first term of office (i.e. up to 18\nmonths) in identification process of mission topic. Mission Boards will be\nrenewed for their second term in order to monitor implementation of the\nmissions.<\/p>\n\n\n\n<p>In principle, mission is much more than a\nproject, even if it was supposed to be considered as one of those big\npan-European initiatives. In fact, targeted impacts of specific missions will\nbe delivered via the portfolio approach. Project portfolios will be established\nunder mission topics, with the EC and Boards working jointly in order to\nmonitor and evaluate each missions. This will include assessment of progress\ntowards short, medium and long-term targets and \u2013 if necessary &#8211; phasing-out of\nthe missions. <\/p>\n\n\n\n<p>Citizens&#8217; engagement\nwill play a vital role in both, identifying and implanting missions under\nHorizon Europe. Commission plans to initiate such public outreach activities,\nin partnership with various stakeholders, already early in 2020.
