Public consultations of the UE documents."},"content":{"rendered":"\n<p style=\"background-color:#eee455\" class=\"has-background has-drop-cap\">In the current programming period for 2021-2027, the European Commission has set itself the goal of working even more closely with the public and other stakeholders in the policy-making and EU legislative procedure. The process is to be more transparent, simplified, effective and reflecting the views of citizens and stakeholders. The public consultations are already open not only to public institutions, but also to any organization or private person. Certainly, this also applies to the research and innovation sector. As a consequence, the public consultations will have a significant impact on the directions and strategies related to the R&amp;I policy in the European Union. <\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The Commission identifies areas of legislation requiring improvement and invites everyone to share their views on how existing UE law affects the citizens and the functioning of various aspects of life, science and the economy. At the same time, the Commission encourages everyone to send recommendations for completely new solutions, presented in the form of strategies, directives or roadmaps. Thanks to this \u2013 in line with the suggestions of the EU citizens \u2013 the EU law-making is carried out with minimal costs and regulatory burdens. Moreover, jointly developed legal solutions contribute to even grater achievements of the EU goals.<\/p>\n\n\n\n<p>On the special platform of the European Commission <strong><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Have your say<\/a><\/strong>, everyone can share their thoughts about the currently developed or binding regulations. Who is invited to give its feedback? Citizens of the European Union, managing bodies and institutions at all levels of government, non-governmental organizations, <strong>academia<\/strong>, consulting centres, representatives of the industry, business and finance sectors.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" width=\"300\" height=\"293\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/eu_policy_and_law-making_cycle_0-300x293.png\" alt=\"\" class=\"wp-image-7428\" srcset=\"https:\/\/polsca.pan.pl\/wp-content\/uploads\/eu_policy_and_law-making_cycle_0-300x293.png 300w, https:\/\/polsca.pan.pl\/wp-content\/uploads\/eu_policy_and_law-making_cycle_0.png 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/figure><\/div>\n\n\n\n<p style=\"background-color:#fae100\" class=\"has-background\"><strong>HOW DOES IT WORK?<\/strong><\/p>\n\n\n\n<p><strong><a rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\" href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\" target=\"_blank\">The portal browser<\/a><\/strong> allows you to search through open consultation by subject, key word, type of act and deadline. Sharing opinions takes place by answering a questionnaire or by providing comments on legal drafts. Feedbacks can be submitted in any of the 24 official EU languages (preferably in English) \u2013 just sign in using <a rel=\"noreferrer noopener\" href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/ecas\" target=\"_blank\"><strong>EU Login<\/strong><\/a><strong> <\/strong>or your social media account. All comments should be relevant to the topic, constructive, communicated in an understandable and polite way. Details of this process have been clearly presented in a <strong><a href=\"https:\/\/audiovisual.ec.europa.eu\/en\/video\/I-136353?lg=EN\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">short video<\/a><\/strong>.<\/p>\n\n\n\n<p>Received\ncontributions are instantly published on the portal and then analysed and summarised\nby the Commission officials. Reports become available under some legislative initiatives. This way you can see how the\nfeedback contributes to final shape of a given act. &nbsp;<\/p>\n\n\n\n<p>More information on the objectives of the open consultation process can be found <strong><a rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\" href=\"https:\/\/ec.europa.eu\/info\/law\/law-making-process\/planning-and-proposing-law\/better-regulation-why-and-how_en\" target=\"_blank\">here<\/a><\/strong>.<\/p>\n\n\n\n<p style=\"background-color:#fae100\" class=\"has-background\"><strong>HORIZON EUROPE \u2013 RESULTS OF THE COMPLETED CONSULTATIONS<\/strong><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright\"><img loading=\"lazy\" width=\"223\" height=\"254\" src=\"http:\/\/polsca.pan.pl\/wp-content\/uploads\/Picture2.jpg\" alt=\"\" class=\"wp-image-7426\"\/><\/figure><\/div>\n\n\n\n<p>In autumn 2019, on the <strong><a rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\" href=\"https:\/\/polsca.pan.pl\/en\/consultations-on-the-future-shape-of-horizon-europe\/\" target=\"_blank\">PolSCA website<\/a><\/strong>, we published an invitation to open consultations on the future shape of the new Horizon Europe framework program (2021-2027), including the objectives of research and innovations supported by the EU, which were presented in the act: <strong>&#8220;Orientations towards the first Strategic Plan for Horizon Europe&#8221;<\/strong>. The results of this process, together with some working papers, have been published under <strong><a rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\" href=\"http:\/\/polsca.pan.pl\/horyzont-europa-przygotowania-do-pierwszego-planu-strategicznego\/\" target=\"_blank\">the link<\/a>.<\/strong><\/p>\n\n\n\n<p style=\"background-color:#fae100\" class=\"has-background\"><strong>CURRENTLY OPEN CONSULTATIONS<\/strong><\/p>\n\n\n\n<p><strong>Below please\nfind a few selected, currently open consultations in the areas of environment, food\nsecurity and climate.<\/strong><\/p>\n\n\n\n<p><strong><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12596-Protecting-biodiversity-nature-restoration-targets\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Protecting biodiversity: nature restoration targets under EU biodiversity strategy<\/a><\/strong><\/p>\n\n\n\n<p><em>Biodiversity, on which we all depend, is disappearing\nat an unprecedented rate. This initiative is one of the key measures announced\nin the EU\u2019s 2030 Biodiversity Strategy. It will propose legally binding nature\nrestoration targets, subject to an impact assessment. The initiative will\ncontribute to the goal of the 2030 Biodiversity Strategy: to put Europe\u2019s\nbiodiversity on the path to recovery<\/em>.*<\/p>\n\n\n\n<p><strong>Until when?<\/strong> The consultation deadline is <strong>April 5, 2021<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-dots\"\/>\n\n\n\n<p><strong><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12674-EU-Forest-Strategy-\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Forests &#8211; new EU strategy<\/a><\/strong><\/p>\n\n\n\n<p><em>Under the European Green Deal, the Commission has\nannounced a new EU forest strategy that will build on its biodiversity\nstrategy, cover the whole forest cycle and promote the many services forests\nprovide. The strategy will aim to ensure healthy &amp; resilient forests that\ncontribute to biodiversity, climate goals &amp; secure livelihoods, and that\nsupport a circular bioeconomy. It will focus on EU forest protection,\nrestoration &amp; sustainable management, and on world forests where not\nalready covered<\/em>.*<\/p>\n\n\n\n<p><strong>Until when?<\/strong> The consultation deadline is <strong>April 19, 2021<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-dots\"\/>\n\n\n\n<p><strong><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12634-New-EU-Soil-Strategy-healthy-soil-for-a-healthy-life\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Healthy soils \u2013 new EU soil strategy<\/a><\/strong><\/p>\n\n\n\n<p><em>Healthy soils are essential to meet climate and\nbiodiversity goals under the European Green Deal. Part of the EU biodiversity\nstrategy for 2030, this initiative will update the current strategy to address\nsoil degradation and preserve land resources (\u2018land degradation neutrality\u2019).<\/em><\/p>\n\n\n\n<p><em>The goals are to:<\/em><\/p>\n\n\n\n<ul><li><em>protect soil fertility<\/em><\/li><li><em>reduce erosion and sealing<\/em><\/li><li><em>increase organic matter<\/em><\/li><li><em>identify contaminated sites<\/em><\/li><li><em>restore degraded soils<\/em><\/li><li><em>define what constitutes \u2018good ecological status\u2019 for soils.*<\/em><\/li><\/ul>\n\n\n\n<p><strong>Until when?<\/strong> The consultation deadline is <strong>April 27, 2021<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-dots\"\/>\n\n\n\n<p><strong><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12413-Sustainable-use-of-pesticides-revision-of-the-EU-rules\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Pesticides \u2013 sustainable use (updated EU rules)<\/a><\/strong><\/p>\n\n\n\n<p><em>EU rules on the\nsustainable use of pesticides aim to protect human health and the environment\nfrom the possible risks and impacts of pesticides.<\/em><\/p>\n\n\n\n<p><em>The rules\nencourage reducing pesticides through:<\/em><\/p>\n\n\n\n<ul><li><em>integrated pest management<\/em><\/li><li><em>alternatives to chemical pesticides.<\/em><\/li><\/ul>\n\n\n\n<p><em>This initiative reviews\nto what extent these objectives have been met and options for further reducing\npesticide use to help meet the goals of the Farm to Fork Strategy and the\nEuropean Green Deal.*<\/em><\/p>\n\n\n\n<p><strong>Until\nwhen?<\/strong> The\nconsultation deadline is <strong>12 April 2021<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-dots\"\/>\n\n\n\n<p><strong><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12306-EU-rules-on-industrial-emissions-revision\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (otwiera si\u0119 na nowej zak\u0142adce)\">Industrial emissions \u2013 EU rules updated<\/a><\/strong><\/p>\n\n\n\n<p><em>This initiative would\nupdate EU rules on industrial emissions to ensure industry keeps improving the\nEU\u2019s environment.
