Amendment for the Work Programme 2023-2025

In April 2024 the European Commission adopted an amendment to the Horizon Europe work program for 2023-25. The amendment means adding previously unallocated funds from Horizon Europe to increase its budget for calls in 2024 and to include new calls for proposals in 2025. Hence, the budget of the current work program has increased by nearly €1.4 billion to a total of €7.3 billion.

The largest injection of additional funding will be directed to the Missions, Teaming for Excellence and HE Pillar II calls in the Clusters: Health, Climate – Energy – Transportation and Food – Bioeconomy – Natural Resources – Agriculture – Environment.

The first large additional round, amounting to nearly 650 million euros, is provided for Missions, which are a novelty introduced by Horizon Europe to provide concrete solutions to selected major European challenges. The Missions aim to promote innovation and attract external funding in the following five areas:

1. Cancer,

2. Adaptation to climate change including social transformation,

3. Oceans and waters,

4. Soil,

5. Climate-neutral and smart cities.

Calls for the first three missions opened on April 18, and the closing of calls is September 18, 2024.
In the Climate Neutral and Smart Cities mission the calls will be opened from September 17, 2024 to January 16, 2025, and in the Soil mission from May 8 to October 8, 2024.

In the First Pillar of HE – Excellent Science – the Work Program update also introduces a calendar of competitions for 2024 and 2025 within Marie Skłodowska-Curie Actions with a combined budget of more than €2.1 billion:

It is worth noting the competition within the framework of MSCA4Ukraine, with funding increased by 10 million euros, which is planned to be re-launched on 14 June 2024 during a webinar devoted to the scheme. HE’s Second Pillar – Global Challenges and European Industrial Competitiveness – has received a budget supplement of nearly €76 million and it applies to three clusters:

  • Health (Cluster 1)
  • Climate, energy and mobility (Cluster 5)
  • Food, bioeconomy, natural resources, agriculture and environment (Cluster 6)


Within Cluster 1, the work program includes 2 new topics added for 2024::

  • HORIZON-HLTH-2024-DISEASE-13-01 Implementation research for management of multiple long-term conditions in the context of non-communicable diseases (Global Alliance for Chronic Diseases – GACD).
  • HORIZON-HLTH-2024-CARE-14-01 Pre-commercial procurement for environmentally sustainable, climate neutral and circular health and care systems.

The call for proposals runs until November 26, 2024. The Work Program for Cluster 1 – Health is available here, with an Info Day dedicated to these competitions on May 28 (more information).


In Cluster 5 as much as 34 new calls will be opened until the end of 2024, all of them within 4 cluster destinations:

  • Destination 2. Cross-sectoral solutions for the climate transition3 calls  – opening on May 7, deadline on September 7, 2024
  • Destination 3. Sustainable, secure and competitive energy supplies13 calls – opening on September 2024, deadline on January 21, 2025
  • Destination 4. Efficient, sustainable and inclusive energy use – 5 calls – opening on September 17, deadline on January 21, 2025
  • Destination 6. Safe, resilient transport and smart mobility services for passengers and goods13 calls – opening on May 7, 2024, deadline September 7, 2024.

Cluster 6 offers 4 calls opening on May 8, 2024 with application deadlines on September 24 or 25, 2024:

The Widening Participation and Strengthening the European Research Area (WIDERA) program is offering two competitions as part of its budget increase:

HORIZON-WIDERA-2024-TALENTS-03-01 open from April 25 with an application deadline of September 26, 2024.

The ERA Talents action aims to enhance the attractiveness of careers in the academic and non-academic sectors and improve the employability of research and innovation talents in various sectors. The measure’s center of gravity is the so-called Widening Countries. It fits in with the Union’s overall policy of promoting more attractive scientific careers.

The last competition scheduled for 2025 is the HORIZON-WIDERA-2025-ACCESS-01-01-two-stage: Teaming for Excellence with a budget allocation of €270 million and first-stage call dates between December 3, 2024 and April 10, 2025. This instrument aims to create or strengthen existing centers of excellence located in countries with low R&D productivity through partnerships with leading EU scientific institutions. The call opening at the end of 2024 will be the last teaming competition in Horizon Europe, and had to open on that date so that it would fit within the duration of the current framework program.
