FP10 position papers: the next Framework Programme for Research & Innovation

As we are in the middle of Horizon Europe, the biggest EU research and innovation programme so far, position papers on its successor, Framework Programme No. 10 (FP10), are starting to circulate around the EU bubble.

Take a look at what EU member countries, research organizations, and other stakeholders propose.

The discussion about the future of the framework program has already begun among stakeholders, including research-performing organizations, higher education institutions, associations, and of course, EU member states. Some of the key issues being discussed are:

  • Doubling the budget for research and development.
  • Widening measures: accessibility and excellence.
  • Dual use.
  • The balance between low and high TRL (technology readiness level) research.

HEITOR’S GROUP

The expert group on the interim evaluation of Horizon Europe commenced its work in December 2023. Chaired by Manuel Heitor, a professor at Instituto Superior Técnico, University of Lisbon, the group comprises experts from various fields across the EU. These experts are tasked with providing comprehensive advice on the current state of Research & Innovation (R&I) in the EU. The group brings together experts from across the EU working in a wide variety of fields. This diverse expertise will provide valuable advice on the state of Research & Innovation (R&I) in the EU.

The Group, which will meet monthly between January and October 2024, will complement the interim evaluation of Horizon Europe with expert advice. Amongst their deliverables, they will produce a report on how the EU Framework Programme for R&I can continue to add value in the future. The Group’s report is expected to contain both strategic advice and concrete suggestions on how the programme can stay flexible to changing needs, and how it can stay attractive to researchers and innovators from the EU and beyond. The Lamy Report, officially titled “LAB – FAB – APP: Investing in the European future we want,” was published in July 2017. It was prepared by a high-level group chaired by Pascal Lamy, former Director-General of the World Trade Organization and former European Commissioner for Trade. The report outlines key recommendations for maximizing the impact of future EU research and innovation programs. It emphasizes the need for greater investment in R&I, simplification of funding processes, and fostering a more inclusive and collaborative research environment across Europe. The recommendations of the Lamy Report have been influential in shaping Horizon Europe.


MID-TERM EVALUATION OF HE

The mid-term evaluation of Horizon Europe is a crucial process designed to assess the progress and effectiveness of the program, which began in 2021. This evaluation aims to ensure that Horizon Europe is on track to achieve its objectives and to identify areas where improvements can be made. The mid-term evaluation, along with the insights from the Heitor Group Report, will play a pivotal role in shaping the future direction of EU research and innovation policies.
