Horizon Europe 2027: Matchmaking Event for AI, Data and Digital Infrastructure

We invite research organisations, companies and technology users preparing for Horizon Europe 2027 calls in AI, data and digital infrastructure under Cluster 4. The event will take place in Brussels on 12 November 2026. Its main purpose is to connect organisations looking for partners and support the formation of future project consortia.

The event is co-organised by the PolSCA Office of the Polish Academy of Sciences, Latvian Office for Innovation & Technology in Brussels, Spanish Office for Science and Technology (SOST–CDTI), Latvian IT Cluster, Bpifrance, Greater Copenhagen EU Office and Flanders Innovation & Entrepreneurship (VLAIO).

Nine topics in focus

The matchmaking will centre on nine selected Horizon Europe Cluster 4 topics across three destinations.

Destination 2: Data services and trustworthy AI infrastructure

  • HORIZON-CL4-2027-04-DATA-08: Demand-side 3C pilot demonstrators on converged Telco Edge Cloud Infrastructure
  • HORIZON-CL4-2027-04-DATA-03: New approaches for decentralised, federated and sustainable AI data processing
  • HORIZON-CL4-2027-04-DATA-09: Energy efficiency and sustainability of AI data processing in data centres

Destination 3: Digital and emerging technologies

  • HORIZON-CL4-2027-04-DIGITAL-EMERGING-11: EU Frontier AI Initiative: Developing frontier AI solutions that are safe and computationally efficient within Apply AI
  • HORIZON-CL4-2027-04-DIGITAL-EMERGING-04: Apply AI: Challenge-Driven AI Innovation Booster in Apply AI prioritised sectors
  • HORIZON-CL4-2027-04-DIGITAL-EMERGING-05: Apply AI: AI-Driven Robotics for Industry: Enabling System Integration and Adoption
  • HORIZON-CL4-2027-05-DIGITAL-EMERGING-03: Advanced integrated photonic devices for extended features and ultra-low power consumption
  • HORIZON-CL4-2027-02-DIGITAL-EMERGING-52-two-stage: New approaches for Human/AI collaboration for the workforce of the future

Destination 5: Human-centric digital and industrial technologies

  • HORIZON-CL4-2027-04-HUMAN-01: Advanced and innovative hardware components for Virtual Worlds

Each participant will have a 3-minute pitch to present their organisation, expertise or project idea, followed by up to nine pre-arranged one-to-one meetings with potential partners.

The programme will also include contributions from European Commission representatives and practical guidance from National Contact Point experts on the selected calls and proposal preparation.

Who should attend?

The event is intended for researchers, research team leaders, start-ups, SMEs, larger companies and technology users interested in joining or building consortia for the selected calls. Participants should come with a concrete project idea, relevant expertise, technological solution or use case and be ready to discuss their possible role in a future consortium.

Registration does not automatically guarantee participation. Priority will be given to representatives of organisations interested in taking on a project coordinator role. Selected participants will receive access to the matchmaking platform, where they will be able to present their expertise and cooperation offers and schedule meetings ahead of the event.
