6 grudnia 2022 r. Komisja Europejska opublikowała Programy Pracy na lata 2023-24 Horyzontu Europa, największego programu finansowania badań i innowacji UE na lata 2021-2027. W ich ramach w ciągu najbliższych dwóch latach zostaną rozpisane konkursy na łączną kwotę 13,5 mld EUR. Programy Pracy zawierają informacje o tematyce, budżetach i harmonogramach konkursów na projekty badawcze i innowacyjne.
Działania przewidziane do wdrożenia na podstawie Programy Pracy 2023-24 Horyzontu Europa przyczynią się do osiągnięcia przez Unię Europejską jej celów klimatycznych, zwiększenia odporności energetycznej i rozwoju technologii cyfrowych. Finansowanie obejmie również działania ukierunkowane na wsparcie Ukrainy, zwiększenie odporności gospodarczej i trwałej odbudowy UE po pandemii COVID-19. Celem tego etapu implementacji programu ramowego jest także stworzenie silniejszego europejskiego ekosystemu badań naukowych i innowacji, m.in. poprzez zwiększoną aktywność europejskich naukowców i innowatorów, większą mobilność naukową i finansowanie światowej klasy infrastruktury badawczej.
Publikacja KE z 6 grudnia 2022 obejmuje następujące instrumenty finansowania badań i innowacji:
- Działania „Maria Skłodowska-Curie”
- Infrastruktury badawcze
- 6 klastrów tematycznych
- Misje UE
- Europejskie ekosystemy innowacji
- Poszerzanie uczestnictwa i wzmacnianie ERA (Europejskiej Przestrzeni Badawczej)
- Europejską Radę ds. Innowacji (EIC)
Program Prac Europejskiej Rady ds. Badań Naukowych (ERC) na 2023 r. został opublikowany już w lipcu 2022 r. (link), a ogłoszenie Programu Pracy ERC na 2024 r. spodziewane jest latem 2023 r., przy czym Rada ERC zasygnalizowała już wprowadzenie zmian w sposobie składania i oceny wniosków w konkursach 2024 (link).
W latach 2023 – 2024, w konkursach ogłaszanych dla poszczególnych klastrów tematycznych, po raz pierwszy promowany będzie system rozliczeń ryczałtowych (tzw. lum-sum funding). W przypadku tych konkursów obowiązywać będą specjalne warunki aplikowania, m.in. wyższy limit stron wniosków, tak aby opisać dokładniej planowane działania i uzasadnić wysokość wnioskowanego finansowania.
Biuro PolSCA zwraca uwagę, że metodologia lump-sum zostanie zastosowana również w konkursach część Widening, w której jedynie instytucje z krajów grupy wideningowych zostają koordynatorami projektów. Przykłady tych konkursów to:

W przypadku klastra: 1, 4 i 6 realizowane będą pilotażowe konkursy, w których – jako część dwuetapowej procedury – stosowana będzie zasada anonimowej oceny wniosków (ang. blind evaluation). W wybranych konkursach, w części B wniosku wstępnego, aplikujący nie będą mogli umieszczać nazw, akronimów, logotypów swoich instytucji ani nazwisk osób zaangażowanych w projekt. Szczegóły dotyczące konkursów pilotażowych znajdują się w Załącznikach Ogólnych do Programów Pracy (Genreal Anexes, części E i F).
Pierwsze konkursy w ramach opublikowanych Programów Prac zostały otwarte w grudniu 2022 r. Obecnie (styczeń 2023 r.) na portalu Funding & Tenders ogłoszonych jest 768 konkursów z Programów Pracy 2023-24, z czego 352 konkursów ma status otwartych, a kolejne 416 konkursów – status nadchodzących.
W styczniu 2023 r. Komisja Europejska zorganizuje szereg sesji informacyjnych dotyczących zbliżających się naborów wniosków w poszczególnych programach Horyzontu Europa. Więcej informacji można uzyskać pod poniżej:
